Why it matters on your return

Rewards are income each epoch when they are credited and withdrawable. Rent deposits are not fees: they are refunded when the account closes, so they are transfers of your own SOL, not disposals. Transaction fees paid in SOL are small disposals.

Example

Your stake account earns 0.4 SOL over an epoch. That is income at that date's value. The 0.002 SOL rent you paid to open the account is returned when you close it and is never a disposal.

Is Solana rent a deductible fee?

No. Rent is a refundable deposit, not a fee. Transaction fees are disposals of the SOL used; rent is not.
